NEARI higher education locals were never part of the discussion between the Governor's office and the unions. Bob Walsh made that quite clear in several emails to the Journal reporter yesterday. NEARI does not have a master agreement and the only local involved for us was the Department of Health and ultimately any changes would have to be voted on.
